I would say there are several problems there. The inner wear typically indicates an alignment problem The combination of more wear at the edges than the center is usually due to underinflation. The cupping or or feathering of the edges of the tread blocks is often related to poor shocks...

I'd agree. Dump a pitcher of hot water on it and see if it frees up. Works for me. If that's the problem; the oil is contaminated with water and needs a change.

I have Apex shocks on the front of my Phazer. Not sure what model of apex, but they are 16", if I remember correctly.

What was the mileage? Did you check out / do any work to the bottom end? Bearing clearances, out of round, etc.

...and i would recommend you start by NOT referring to the Tenere as a dual purpose, enduro, dual sport or dirt bike over there. Overweight pig or gynormus cafe cruiser would be more appropriate for that crowd. ;)!

Its a tough call. Some aspects look fishy, but I also think its almost impossible to determine jack schit from a 33kb photo. I'd say the fact it was removed says more.
