Likely a fuel related problem. Listen for the fuel pump. How old is the gas? may need new gas and plugs.

i should mention it's an 05 so I have never heard a pump turn on with the key like on my 06 apex...got fuel and its only about 2 months as well.
try putting a small amount of gas down the carb bodys could be vaporlocked
The carb models are sometimes knowen to do that.
You won't hear a pump because it's not fuel injected.Take an air hose and put it in by the gas cap with a rag over the top so no gas blows out.It will pressurize the carbs full of fuel.

Today's gasoline degrades fairly rapidly so it's important you keep the tank full and treat the gas before storing it. Here's a short article put out by STA-BIL concerning gasoline containing ethanol.
“The Ethanol Menace" http://www.cclo.us/images/The%20Ethanol%20Menace.pdf
Pull the cover off the air box and put your hand over the carb openings while turning the engine over. It'll help suck gas into the engine. I've also used a spray bottle filled with gas and sprayed a small amount into each carb to help get my Vector started.

You could empty the tank, and refill with a gallon of new gas treated with stabil ethanol treatment and a little sea foam. That might help clean up the pilot jets and get the sled running again.

It won't help with the restarting, he needs to pressurize the system in order to get gas to the carbs, after it is running then do what you suggest.
Mine has been sitting about 2 months now as well so I know I will more than likely have to do the same thing when the time comes.
I have read about the vent hose behind the lower left side panel, this seems to be the norm on here but not sure if his sled is the same?
If you blow into the vent line along the left boot well and then cover it with your thumb to keep the presure on is the best way to fill the carbs up. Or just keep on cranking it will go eventually on full choke.
